Greenwood Town Board Meeting – July 14, 2015
Chr. Reichel called the meeting to order at 6:30 pm.
Present: Chr. Reichel, Vice-Chr. Baland, Supervisors Bassing, Milbridge, Worringer; Treasurer Clark, Clerk Trancheff
MOTION Bassing/Milbridge to approve the June 9 and July 2, 2015 meeting minutes. Approved 4/0 with Worringer abstaining.
MOTION Milbridge/Bassing to approve the Treasurer’s June 2015 Financial Report: Checking $667,345.55/Long Term Investments- $250,972.13/Savings-$318,287.41 = $1,236,605.09. Approved 5/0
Bills: Claims #16637-16698 totaling $37,661.01 included a bill from Reichel Electric for work on the skating shack for an amount of $90. Sup.
Bassing stated that per statute a resolution needs to be filed as well as affidavit of claim prior to payment-he checked with the State Auditor
MOTION Bassing/Milbridge to pay claims #16637-16698 totaling $37,661.01-holding the $90 claim for Reichel Electric till a Resolution of
Conflict is filed. Approved 5/0
MOTION worringer/Milbridge to pay fixed bills and payroll Aug. 1. Approved 5/0
Correspondence: Admin MN for state contract pricing, letter from Barb & Paul Lofquist regarding BayView and the CUP
MOTION Baland/Bassing to approve entering into the Admin. MN State Contract Pricing. Approved 5/0
Tennis Court Quotes-only one received from Mesabi Bituminus. The board will check with the attorney if only one quote is allowed.
Discussion regarding allowing alcohol on the township premises (Bocce Ball, Horseshoes, Tennis Court) Sup. Bassing spoke to MAT Attorney Kent Sulem and St. Louis County Attorney Mark Rubin in regards to having either an ordinance or policy against alcohol on the premises. He will provide the board with more information
Propane quotes: COMO Oil @ $1.189/gallon with min. of 200 gallon delivery
Edwards Oil @ $1.194/gallon with min. of 700 gallon delivery
MOTION Worringer/Milbridge to approve the quote from COMO Oil @ $1.189/gallon. Approved 5/0
MOTION Bassing/Worringer to approve the Resolution in opposition to removal of the concrete pier at Moccasin Point Landing. Approved
MOTION Worringer/Milbridge to approve the Resolution to enter into a contract for Reichel Electric to provide electrical work at the
Township property. Approved 4/0 with Reichel abstaining.
Fire Chief Fazio reported on June (1 mtg/1 drill/4 fire-alarm calls/13 EMS) also had 3 new members accepted-Eric Milbridge, Craig & Hunger Gilbert. He advised that the FD is applying for tuition reimbursement for firefighter training, the EMS staff will be at the Fortune Bay Concert.
Vice-Chr. Baland asked him about the Camp Ripley experience. Chief Fazio was one of a few selected to attend a 4 part training session over the past year-it was held at Camp Ripley. Steve Flaherty from the State Fire Marshall Office (former Grand Rapids fire chief) will come to the Aug. meeting to further explain the training for fire chiefs.
Safety/Training Officer Ed Borchardt advised that the dept. was trained and fit tested for the newly acquired SCBA’s (via grant money). Once the facepieces come in , they will be put into service.
Planning Director Julia Maki reported that the survey is done and the Steering Committee will be meeting Wed. The Planning Commission took the month of July off and permit activity has been very stead.
Maintenance Pat Trancheff reported on the normal monthly maintenance work.

Clerk Trancheff. Chr. Reichel advised that she had worked with the clerk to determine a pay raise. Clerk Trancheff has been with the township for 30 years and did a time study for the past year with end result of pay at $11/hour. Chr. Reichel checked with Tower’s Clerk-$25.60/hour and Deputy Clerk-$17.01/hour; Cook Clerk-$26.80/hour, Deputy Clerk-$17.43/hour with Orr very similar. The proposal was to increase the Clerk’s pay retroactive to January 2015 to $2,182.50/month.
MOTION Worringer/Milbridge to approve a payraise for the Clerk as proposed: Retroactive to January 1, 2015 for a monthly salary of
Chr. Reichel advised that she spoke with township attorney Strom who advised that the issue could have been handled in a closed session or open and Clerk Trancheff opted for the open meeting to do so.
Sup. Bassing objected to the pay raise and commented that the board is free to go against attorney advice.
Vice-Chr. Baland had spoken to Forest Lake Township Clerk who’s pay was at $25/hour for the same amount of experience as Clerk Trancheff. He commented he would like to take a month to consider it.
Chr. Reichel commented that this salary is based on the years of knowledge and experience (30 yrs) that Clerk Trancheff has and could be re-examined should someone with less experience end up being the clerk.
MOTION Approved 3/2 with Baland/Bassing voting no.
Sup. Bassing reported that he attended the Birch Point Interior Assn. who may want some minor work done on the Birch Pt Extension.
Vice-Chr. Baland reported that the Spaghetti Dinner is Saturday and solicited help from those who can.
