Greenwood Town Board Meeting – January 13, 2015


Called to order by Chr. Aro at 6:30 pm

 Present:  Chr. Tom Aro, Vice-Chr. Kirsten Reichel, Supervisors Gene Baland, Don Doroff, Rick Worringer; Treasurer Clark, Clerk Trancheff

The meeting was being taped for transcription purposes.


                MOTION Doroff/Worringer to approve the Dec. 9, 2014 meeting minutes.  Approved 4/0 with Reichel abstaining due to absence.


MOTION Worringer/Reichel to approve the Treasurer’s Report for Dec. 2014:  Checking-$783,372.81/Long Term Investments-$250,621.95/Savings-$322,057.27=$1,356,052.03.  Approved 5/0


MOTION Baland/Doroff to pay Claims #16297-16380 totaling $62,851.09.  Approved 3/0 with Reichel and Worringer abstaining.


MOTION Reichel/Baland to issue payroll and fixed bills Feb. 1.  Approved 5/0


Correspondence:  SLCATA Minutes, St. Louis County Fair-Tower Cemetary-WC Heiam donation requests, ISO Insurance Class Rating of staying Fire Class 7, MN Dept. of Labor & Industry Complaint from Jan Makowski, Marcie Moe information on variances dropped off in the lock box


                MOTION Reichel/Worringer to donate $100 to the WC Heiam Foundation.  Approved 5/0


                MOTION Doroff/Baland to donate $100 to the St. Louis County Fair.  Approved 5/0


Chr. Aro noted that the township had 2 anonymous complaints filed with the MN Dept. of Labor & Industry that were found to be false, 2 complaints with the MN Dept. of Labor & Industry by Jeff Maus and Jan Makowski that are being reviewed and a complaint to the MN Emergency Services Regulatory Board regarding lack of  a medical director for the EMS program.  It was noted that there has never been a Medical Director since the beginning of EMS services to Greenwood (25+ years).  The ISO Rating came back for the Fire Dept. as a stronger Fire Class 7, contrary to a comment made late last summer that the township would be an unprotected Fire Class 10.


Noted that the town board meeting calendar had a minor correction and the calendar is subject to change if need be.


SCBA Quotes for the AFG Grant:           TNT – $48,309.60                                   MES-MIDAM – $49,707.60


                MOTION Worringer/Baland to approve ordering the MSA Packs from TNT Fire Protection for the amount of $48,309.60.  Approved 5/0



Chief Fazio reported on the calls for Dec.-1 meeting, 1 drill, 1 officer meeting, 7 firefighter classes, 7 drills by members, 1 EMS drill, 9 EMS calls and 1 auto alarm call cancelled en-route, Vial of Life Program, ISO results allow the township to stay at protected Class 7, future training plans.

Safety/Training Ed Borchardt outlined the Dec. safety and training issues .

Planning Director Julia Maki reported that there has been steady permit activity, Planning Commission and Board of Adjustment meet this month.  She added that due to interest by a resident, the application period for persons on the Comprehensive Plan Committee will stay open till Jan. 26.

Chr.  Aro responded to Mark Drobac and gave him an application to fill out if he is interested.

Maintenance Pat Trancheff reported on a busy month.

Board Members discussed the transition from Scott Neff to Tim Strom.   Chr. Aro, Vice-Chr. Reichel will draft a letter.  Future ideas for quotes for the tennis court, availability of reduced cost fencing for the tennis court, if a recreation site planning committee materializes-Lee Peterson asked to be on it.  


The preliminary 2016 levy sheets were reviewed.  The board will hold a special meeting to finalize the document.
