Greenwood Town Board Meeting – February 9, 2016

 

Chr. Reichel called the meeting to order at 6:30 pm.

 

Present:  Chr. Reichel, Vice-Chr. Baland, Supervisors Bassing, Milbridge, Worringer; Treasurer Clark, Clerk Trancheff

 

                MOTION Bassing/Baland to switch the items under old business with Dean Panian first and Chief Fazio second.  Approved 5/0

 

                MOTION Worringer/Milbridge to approve the Jan. 12, 2016 meeting minutes.  Approved 4/0 with Reichel abstaining.

 

                MOTION Milbridge/Worringer to approve the Jan. 29, 2016 special meeting minutes.  Approved 5/0.

 

                MOTION Bassing/Milbridge to approve the Treasurer’s report for Jan. 2016:  Checking-$647,732.74/Long Term Investments-$251,046.66/

                Savings-$319,276.96=$1,218,056.36.  Approved 5/0

 

                MOTION Worringer/Baland to pay claims #17054-17106 totaling $30,215.24.  Approved 5/0

 

                MOTION Bassing/Milbridge to issue payroll and fixed bills March 1.  Approved 5/0

 

Public Comments were heard from Barb Lofquist-township paid for a survey which majority opposed further development of recreation.  Jeff Maus-asking for the board to listen and care, to be responsible supervisors, be respectful and courteous.

 

Correspondence:  2016 meeting schedule was presented.

 

Old Business:

 

Dean Panian gave a presentation and request for $10,000 towards the Pavilion Project-citing the group felt they could come up with $15,000 in pledges and fund raising efforts.

 

                MOTION Baland/Milbridge to approve Dean Panian’s proposal with a request for up to $10,000 for the Pavilion to be located on township

                property.  Approved 5/0

 

Comments:  Those in opposition:  Mike and Mary Richard, Barb Lofquist, John Bassing Those in support:  Nancy Eicholz, Ellen Lind, Noreen Butalla, Rene Aro

 

Chief Dave Fazio requested an increase of $200/year for the firefighters-citing the SC Schedule for 2014 indicating that the fund can support it.

 

MOTION Baland/Reichel to increase the firefighter pension $100/year.  Approved 2/1 with Bassing voting no-Worringer/Milbridge abstained.

 

Chief Fazio discussed the paid on call program.  Chief Fazio had never seen the paid on call policy as well as never being given the alleged sog’s and other documents being referred to for the fire department.  The paid on call was issued to everyone as he was not aware there was a ceiling of 24 for meetings/drills.  He informed the board that the dept. provided in house training for firefighter 1/11 which is up to 50 training sessions just for that training, outside of regular meetings and drills.   Sup. Bassing wanted to keep the ceiling of 24 meetings/drills. 

 

                MOTION Bassing/Baland to table the paid on call issue to the April board meeting.  Approved 3/0 with Milbridge/Worringer abstaining.

 

 

New Business:

 

Director Maki recommended the Town Board have the initial public hearing on the Comprehensive Plan at their meeting in April.  The board can then either send the plan to the planning commission or steering committee.

 

                MOTION Bassing/Baland to send the Comprehensive Plan to the Planning Commission with Sup. Bassing citing MAT Manual 15.11, State Statute 462.355, Greenwood Ordinance 6.01B.  Failed 1/3 with Milbridge, Reichel,  Worringer voting no.  Baland abstaining. 

 

                MOTION Worringer/Milbridge to follow Director Maki’s recommendation and set a Public Hearing for the Comprehensive Plan on April 12, 2016 – 5 pm – prior to the town board meeting.  Approved 3/2 with Baland/Bassing voting no.

 

 

                MOTION Baland/Bassing to appoint Don Doroff to the Planning Commission, position previously held by Chuck Richards.  Approved 5/0

 

 

                MOTION Bassing/Baland to appoint Marcia Vietanen head judge and Delores Clark alternate head judge. Approved 5/0

 

 

                MOTION Milbridge/Worringer to have the township attorney present at the annual meeting.  Approved 4/1 with Bassing voting no.

 

 

                MOTION Baland/Milbridge to set office hours effective March 1, 2016 from 8-noon, Mon-Fri.  Approved 5/0

 

Reports:

 

Fire Chief Fazio gave the run report for January, advised that Mary Worringer has completed her EMT training and passed the National Registry and has been accepted on the Tower Ambulance Service.  Josh Villebrun applied to the fire department as a First Responder yet he has his EMT status.  The dept. approved his application.  He updated the board that the EMR refresher will be in March, the dept. will be having Allen Lewis – Virginia Fire Chief – to Grwd. for radio training on Feb. 16.  The Laurentian North dues will be $25 for 2016.

 

                MOTION Worringer/Milbridge to accept Josh Villebrun as an Emergency Medical Responder (EMR) on the

                Greenwood Fire Department.  Approved 5/0

 

Director Maki advised the Planning Commission will be continuing work on the Ordinance changes.

 

Vice-Chr. Baland advised that John Bassing had filed a complaint stating Vice-Chr. Baland had violated the open meeting law in regards to the culvert issue.  Vice-Chr. Baland received word from the state that the claim had no merit.

 

Board of Audit:

 

                MOTION Worringer/Milbridge to approve the Audit for 2015.  Approved 5/0

 

Sup. Bassing requested that the fire dept. personnel/run list be added to the claim form for the paid on call issued in Jan.  2016.

 

2017 Town Board Budget:

 

                MOTION  Worringer/Milbridge to approve the 2017 Budget of $386,000.00.  The levy request of $386,000 will

                be presented to the annual meeting.  Approved 5/0

 

                MOTION Baland/Bassing to adjourn at 10:10 pm.
